Library Rules
Individuals who are not Central Bank of Malta employees are welcome to make use of the Library services by applying for a borrowing permit. Members of the public who do not satisfy the criteria may nevertheless consult the Library’s material on site.
Recommendations for expanding and strengthening the Library collection are most welcome and will be given careful consideration.
A borrowing permit may be issued to:
- registered students residing in Malta and reading for a first degree or pursuing postgraduate studies in economics, banking and finance at an approved university or other institution of higher education;
- persons engaged in study or research related to economics, banking and finance.
Applications for a borrowing permit shall be made on the prescribed form. Persons granted a permit must sign a declaration confirming that they will observe the Library rules.
- Borrowers have to register their name and address with the Library. Authorised users shall not share their usernames and passwords with third parties.
- In the event of loss of, or damage to, publications borrowed from the Library, the borrower will be obliged to pay compensation as determined by the Central Bank of Malta. Alternatively, the borrower may purchase a replacement copy of the publication and deliver this to the Library. The borrower will not be permitted to use the Library's facilities until such time as the matter has been settled to the satisfaction of the Central Bank of Malta.
- Photocopying from publications – including electronic ones – for private use is permitted, as long as this is in accordance with copyright legislation. A specific charge per sheet photocopied is levied: the tariff list is posted near the photocopy machine.
Material may be borrowed for up to three weeks, but the Library reserves the right to set a shorter borrowing period for publications that are in high demand.
Reference publications and periodicals may not be withdrawn from the Library premises.
The use of photographic and video equipment is not allowed anywhere on the Bank’s premises. The use of mobile phones and consumption of food/drink in the Library are also prohibited.
EBSCO
The Library uses resources provided by EBSCO, which provides research databases, e-journals, magazine subscriptions, e-books and discovery service to libraries. The following terms and conditions apply specifically to their resources:
- Authorised users agree to abide by the Copyright Act (Cap. 415 of the Laws of Malta), as subsequently amended, as well as by any contractual restrictions, copyright restrictions, or other restrictions provided by publishers and specified in the relevant resources.
- Authorised users are permitted to download or print limited copies of citations, abstracts, full text or portions thereof, provided the information is used solely in accordance with copyright law.
- Authorised users may not publish the information obtained from the services as their own and moreover, Authorised users shall not use the resources as a component of or the basis of any other publication prepared for sale.
- Any reproduction and distribution of printouts, and all downloading and electronic storage of materials retrieved through the Resources shall be for internal or personal use.
- Downloading all or parts of the resources in a systematic or regular manner so as to create a collection of materials comprising all or part of the databases or services is strictly prohibited whether or not such collection is in electronic or print form.
If for any reason, the Bank believes that any authorised user is not in compliance with these rules and with any other condition or restriction provided by publishers and specified in the Resources, the Bank retains the right, at its sole discretion, to cancel any access to the said databases or services provided by the Central Bank of Malta Library without any notice to the authorised user.
