The implementation of the Central Credit Register (CCR) Version 2 Project

In April 2016 the Central Bank of Malta (CBM or 'the Bank') launched Malta's Central Credit Register (CCR or 'The Register'). The Register is governed by both the  CBM Act (Art. 24) and  CBM Directive No. 14 entitled 'Establishment and Operation of the Central Credit Register'. Its administration is entrusted to the Credit Register Office within the Bank's Statistics Department.

Within the updated CBM Directive No. 14, the Bank, credit institutions and the Malta Development Bank are still requested to submit through the CCR portal on a monthly basis non-anonymised exposure-by-exposure data for exposures above the €5000 threshold.

However, with the advent of the CCRv2, the Bank has expanded the list of CCR reporting institutions to include as participants: (a) Financial Institutions (FIs) and (b) Financial Vehicle Corporations (FVCs) that offer exposures which meet at least one of the criteria outlined in Directive No. 14. Moreover, the reporting institutions can query/download data from the Register, upon consent, (where applicable) on both legal and natural counterparties. Throughout the years, various enhancements were implemented to the CCR Portal to continuously improve the service offered. However, with new technological developments and due to increased demands, the need was felt to upgrade the solution, its infrastructure, and data collection and front-end portals, amongst other things, to ultimately enhance the credit worthiness assessment of prospective and existing counterparties. 

Further details of the CCRv2 project are regularly communicated by the Bank to the Register participants in various fora. Besides the consultation documents found below, register participants can also find additional technical documentation within a dedicated webpage. This webpage comprises the most important documents and related guidance material for use by the participants.
