The United Nations General Assembly proclaimed 1981 as the International Year of Disabled Persons, with the objective of drawing up an international plan of action for the rehabilitation and prevention of disabilities. The theme of the International Year of Disabled Persons was "participation and equality", which emphasised the right of disabled persons to full participation in life and to equality of treatment with other citizens. It was projected to achieve this through public awareness campaigns and the formation of organisations to promote action to improve the situation of disabled persons.
