Ġużè Ellul Mercer was born in Msida on 22 March 1897. In early youth he joined the Civil Service, and in 1924 he entered politics and joined the Labour Party. In 1928 he served as assistant editor of the Labour Party newspaper "Il Cotra". He was elected a member of parliament in 1951, and in 1955 he became deputy leader of the Labour Party.
